Because, apparently, I cannot measure properly. That’s also bad news for a knitter. I have no idea how I went wrong with this. So the question is, do I get a new frame or deal with it like this?

I recommend matting the poster. It will take some of the room up on the sides of the image, but there really isn’t anything there that you’d be cutting off. A mat would be cheaper than a new frame, and you could probably find pre-cut mats that fit that frame size at a framing store/Michaels type place. Alternatively you could cut one yourself, OR have a custom mat cut, which again would be cheaper than the frame. It will be ok!
